Hoja za Mwalimu Nyerere kupinga serikali tatu Tanzania


Nchi mbili zinapoungana na kuwa Nchi moja mifumo ya kawaida ya miundo ya Katiba ni miwili: Muungano wa Serikali Moja, au Shirikisho la serikali Tatu. Kwa mfumo wa kwanza kila nchi itafuta serikali yake na nchi mpya inayolizaliwa itakuwa ni nchi moja yenye Serikali moja. Katika mfumo wa pili kila nchi itajivua madaraka ambayo yatashikwa na serikali ya shirikisho na itakuwa na serikali ambayo  itakuwa na mamlaka juu ya mambo yaliyobaki.

Mambo yatakayoshikwa na serikali ya Shirikisho ili yale ambayo yatashikwa na serikali ya shirikisho ni yale ambayo yakibaki katika nchi zilizoungana basi kwa kweli nchi hizo zitakuwa hazikuungana kuwa nchi moja bali zinaendelea kuwa nchi mbili zenye ushirikiano mkubwa katika mambo fulani fulani.


Nchi za Afrika Mashariki zilikuwa katika hali kama hiyo kabla ya kuvunjika kwa Jumuiya ya Afrika Mashariki. Zilikuwa ni Nchi Tatu zenye ushirikiano mkubwa, lakini hazikuwa Nchi Tatu zilizoungana kuwa Nchi Moja yenye muundo wa Shirikisho. Shirikisho halisi la nchi mbili litakuwa ni Nchi Moja yenye Serikali tatu, Serikali ya Shirikisho, na Serikali mbili za nchi mbili za awali zilizoungana kuzaa nchi mpya moja.
Tanganyika na Zanzibar zilipoamua kuungana na kuwa Nchi Moja, tungeweza kufuata mmojawapo wa mifumo hiyo ya kawaida. Lakini tulishindwa kufanya hivyo kwa sababu ya udogo wa Zan­zibar na ukubwa wa Tanganyika. Zan­zibar ilikuwa na watu laki tatu (300,000) na Tanganyika watu milioni kumi na mbili (12,000,000). Ungefanya ionekane kama Tangan­yika imeimeza Zanzibar. Tulikuwa tunapigania Uhuru na Umoja wa Afrika; hatukutaka tuuhaniwe hata kwa makosa, kwanba tunaanzisha ubeberu mpya!

Kwa hiyo mimi nilipinga mfumo wa Serikali Moja. Shirikisho la Serikali Tatu lingekuwa ni gharama kubwa mno kwa Tanganyika. Zanzi­bar ingeendesha Serikali yake na kuchangia gharama za kuendesha Serikali ya Shirikisho; na Tanganyika ingefanya vivyo hivyo. Lakini ni dhahiri kwamba mchango wa Tan­ganyika ndio hasa ungeendesha SerikaIi ya Shirikisho. Kwa hiyo Tan­ganyika ingeendesha Serikali yake ya watu 12, 000, 000 na pia ndiyo ingetoa sehemu kubwa ya kuendesha Serikali ya Shirikisho la watu 12,300,000.

Ni Watu wanaofikiri kwa ndimi zao wanaodhani kuwa gharama ya Serikali yoyote kati ya hizo ingekuwa ndogo. Gharama ya Serikali ya Tan­ganyika isingekuwa ndogo, (waulizeni Wazanzibari), na wala ya Serikali ya Shirikisho isingekuwa ndogo. Hata bila ya gharama za mambo yasiyo ya Shirikisho. Na gharama zote hizo kwa kweli zingebebwa na Tan­ganyika.Kwa hivyo ilitupasa tujiulize kwa nini tunataka kuibebesha Tanganyika gharama zote hizo; na hasa kwa nini tunataka Serikali ya Tanganyika? Hivi tuna hofu ya kwamba Tanganyika, bila kuwa na SerikaIi yake, itaoekana kuwa imemezwa na Zanzibar? Hofu yetu ni kwamba tukiwa na Serikali Moja Tanganyika itaonekana kuwa imeimeza Zanzibar. Basi na tutafute mfumo ambao utaiondolea Zanzibar hofu hii ya kumezwa, bila kuibebesha Tanganyika mzigo wa kuendesha Serikalli mbili zenye uzito unaolingana.Hivyo ndivyo tulivyofanya, na hiyo ndiyo asili ya muundo wa Muungano wa serikali mbili. Badala ya kutungua mfumo uliopo kama wapumbavu, tulitazamia hali halisi yetu ilivyokuwa, na tukabuni mfumo uliotufaa zaidi.

Ninavyoona:Tukiunda serikali Tatu, ambapo Serikali ya Shirikisho itakuwa haina nguvu kuliko serikali za Tanganyika na Zanzibar, ni dhahiri haitachukua muda kabla shirikisho lenyewe halijafa, kwa sababu Watanganyika hawatakubali, kutokana na kwamba wao ndo watabeba mzigo zaidi!.
Kwa hiyo, Laiti Wazanzibar wangeona Mantiki ya Serikali mbili, na kujikita katika kutatua matatizo ya hapa na pale, bila shaka huu ungekuwa Muundo uliobora zaidi(reasonable Union).
Hata hivyo muundo ambao ungekuwa bora zaidi ulikuwa ni wa serikali moja, ila kutokana na hofu kama Alivyoonyesha Mwalimu, za "isije ikaonekana Tanganyika kuimeza Zanzibar", basi ni dhahiri muundo wa serikali mbili ndo unafaa kwa sasa na kwa miaka kadhaa ijayo.
Serikali Tatu hazitazaa nchi moja, Tusiongopeane!. zitazaa Loose Federation ambayo itakuwa haina Tija!, kama Mzanzibari anataka kuji"identify" kama Mzanzibari na Mtanganyika anataka kuji"identify" kama Mtanganyika, sasa hiyo Federation ni ya nini?.  The world suffers a lot. Dkt Kawambwa pia amesema madai ya kumtaka ajiuzulu ni kelele za kupuuzwa kwani zinatolewa na wanasiasa waliokosa fursa za kuchaguliwa na kuwa madarakani hivyo wameamua kufanya propaganda. Amewataka wananchi kupuuza propaganda hizo kwani kama ni matokeo mabaya si kwa shule za serikali pekee nbali hata za watu binafsi zikiwemo Seminari pia zimefanya vibaya...

This year the National Examinations Council of Tanzania was forced to issue twice the results of the Form Four National Examinations that were conducted in 2012. The first round of
results were issued in February 2013, which sent shock waves across the country with 65.5 percent of the candidates failing and only 6.4 percent scoring at Division I-III. Following the massive outcry from the public, the Government was compelled to form a special team to investigate what it termed the causes of the exceptionally massive failures in the Form Four examinations. Led by an associate professor in law, and having ‘discovered’ that the results were based on a different and wrong grading system, the team came up with a magic bullet, recommending that the 2012 Form Four results should be re-graded or standardised basing on the grading system used for the 2011 results.

To the experts of educational measurement and assessment, and educationists in general, this was clearly a joke in the academy. Of course the Government was clever enough to pick a lawyer to lead this team to undertake a technically educational exercise. Reluctantly, the National Examinations Council of Tanzania heeded to the Government’s directive to politically standardise the results. This was clearly a political move to cool down the public anger, which this time round seemed to go beyond the normalcy of Tanzanians of complaining briefly over a glass of beer or soda and let it go. The public outcry was sustained for so long that the Government deemed it necessary to do something to subdue it.

Now the politically standardised results are out and it is paramount that we do some comparison to see whether there are any significant changes between them and the actual results released in February 2013. In this comparison, I take a look at the results of the two rounds generally and then by subject. As it can be seen in the following analyses, the results confirm the hypotheses we made following the Government’s directive, that there would be a change in the results, but with no significant difference between the actual results and the politically standardised results. Follow me in the analyses below to see how things unfold.

General Performance
Figure 1 below summarises the results in the two rounds. As this figure shows, Both sets of the results, actual and politically standardised ones, show that less than one percent of the candidates scored at Division One, and only 2.8 percent of the candidates scored at Division Two in the standardised results compared to 1.8 percent in the first round of the results, giving a difference of only one percent. In both cases, less than 10 percent of the candidates scored Division III (4.2 percent in the actual results compared to 5.9 percent in the standardised results). Just about a third (33.5%) of the candidates scored Division IV in the standardised results compared to 28.1 percent in the actual results.

Overall, 56.9 percent of the candidates failed in the standardised results, which does not significantly vary from the actual results where 65.5 percent of the candidates failed. Furthermore, 90.5 percent of the candidates scored at Division IV and Division 0 when combined together in the standardised results, which does not differ significantly from the proportion of candidates who scored at these grades in the actual results (93.6%). In both cases, less than 10 percent of the candidates scored at Division I-III (6.4 % in the actual results vs. 9.5% in the standardised results), and less than 50 percent of the candidates passed at Division I-IV in both cases (43.1% in the actual results and 34.5% in the standardised results.

Subject performance
As Figure 2 below shows, the worst performance is seen in Mathematics in both cases, with only 12.1 percent of the candidates passing in the standardised results compared to 9.1 percent in the actual results. History is another subject which records massive failures, with just about a quarter of the candidates passing after standardisation compared to 19.9 percent of the candidates who passed at the first round. Generally, contrary to popular belief that candidates do better in arts and social science subjects than in natural sciences, the performance in arts and social sciences, in both cases, is far worse than in natural sciences. For example, apart from Kiswahili, the best performance is in Chemistry where 47.2 percent of the candidates passed in the standardised results compared to only 28 percent of the candidates who passed in Civics. Indeed, apart from Basic Mathematics, the worst performance is seen in History.

Overall, the subject performance in the two cases, actual and standardised results, does not differ significantly, even though, expectedly, the performance is slightly better in the politically standardised results than in the actual results.

Conclusion
Clearly, the politically standardised results have re-affirmed our earlier position that there was nothing wrong with the 2012 Form Four National Examinations, neither was there anything wrong with the marking or grading system used. Though there has been almost a 10 percent drop in the failure rate from 65.5 percent to 56.9 percent, this failure rate is still worse than the 2011 results, and the worst ever in the history of national form four examinations in Tanzania. These results have re-affirmed further that the students failed, and that they were failed by our education system. It was therefore a political gimmicky for the Government to order the regarding of the results. The directive to re-grade the results may have managed to hoodwink the public and provide a relief to the politicians in the ruling class for a while, but it does not help to address the underlying causes of the massive failures in our education system.Ni rahisi sana Kwa ngamia kupenya kwenye Tundu Lisu la Sindano kuliko Kiongozi Bora kupatikana kwa njia ya Kupiga Kura Tanzania
